Understanding Your UCR Requirements

The Unified Carrier Registration (UCR) is a federally mandated program established by the UCR Act of 2005. It replaced the old Single State Registration System (SSRS). It is a base-state system that requires individuals and companies operating commercial motor vehicles in interstate commerce to register their business and pay an annual fee based on their fleet size. UCR registration is not optional - it is a legal requirement to keep your USDOT number active and your trucks on the road. The fees collected through the UCR program are used to fund state highway safety programs and enforcement initiatives.

Who Needs to Register?

  • For-Hire Motor Carriers: Transporting goods or passengers for compensation.
  • Private Motor Carriers: Transporting your own goods in your own vehicles.
  • Freight Forwarders & Brokers: Even if you don't own trucks, you are still required to register.
  • Leasing Companies: Entities that lease vehicles to motor carriers.

If your vehicle has a Gross Vehicle Weight Rating (GVWR) of 10,001 lbs or more, or if you transport hazardous materials in quantities requiring placarding, UCR compliance is mandatory for your operation.
