If your commercial vehicle isn't registered under the International Fuel Tax Agreement (IFTA), you must secure a temporary fuel permit before entering New York.
What is a New York Fuel Permit & Who Needs It?
A Fuel Permit is a temporary 3-day (72-hour) authorization that allows out-of-state commercial vehicles to travel through New York or any other state without a permanent IFTA license. It is required for carriers who do not have IFTA decals but need to comply with the state's fuel use tax regulations for a single trip. Failing to secure this permit before entering the state can lead to heavy fines and vehicle impoundment at roadside inspections.
So obtaining a temporary permit is the only way to legally report and pay your New York fuel taxes for short-term travel.
Vehicle Types Requiring a Fuel Permit
You must obtain a temporary fuel permit if your vehicle is not registered under IFTA and meets any of the following criteria:
- Heavy Trucks: Any two-axle power unit with a gross vehicle weight (GVW) or registered weight exceeding 26,000 lbs.
- Multi-Axle Vehicles: Any power unit with three or more axles, regardless of its weight.
- Combination Vehicles: Any truck and trailer combination with a combined gross vehicle weight exceeding 26,000 lbs.
IFTA Participating Jurisdictions
IFTA is an agreement among the 48 contiguous United States and 10 Canadian provinces. Carriers with a valid IFTA credential report fuel tax through their base jurisdiction for qualified travel across all member areas. If you are unsure whether your operation is IFTA-covered, call +1(818)660-5953 and we will help you choose the right permit path.
New York Temporary Trip Permits: No IRP? No Problem!
If your commercial vehicle is not registered under the International Registration Plan (IRP), you must obtain a temporary trip permit to legally enter and operate within New York State.
What is IRP and Who Needs It?
The International Registration Plan (IRP) is a registration agreement between the 48 contiguous U.S. states and 10 Canadian provinces. It allows commercial carriers to pay a single apportioned registration fee to their home state, which is then distributed to other jurisdictions based on the distance traveled.
The map of participating jurisdictions includes the 48 contiguous states and the 10 Canadian provinces in the plan. You must obtain a trip permit if your vehicle is not registered under IRP and meets any of the following criteria:
- Heavy Weight: Has a gross vehicle weight (GVW) or registered weight exceeding 26,000 lbs.
- Three or More Axles: Has three or more axles on the power unit, regardless of the vehicle's weight.
- Heavy Combinations: Is part of a truck-and-trailer combination where the total combined weight exceeds 26,000 lbs.
Important: You must obtain your temporary trip permit before your wheels hit New York pavement.
